I wonder if there is an actual experimental drive train in there, or it’s just fancy body panels on a 1995 Cherokee frame.

The WJ’s a unibody. The Commander 2 used a lot of injection molded plastic.

And yes there is an actual experimental drivetrain in there, derived from the Intrepid ESX components. They used a series-hybrid design to cut costs.
